Industry, Innovation and Investment
Supporting business, industry, research and development, and investment
The Industry, Innovation and Investment division supports businesses and industries to increase productivity, innovation, employment and investment growth in NSW.
The division competes nationally and internationally to win business and research and development (R&D) investment, bringing new technologies and skills to the state. It also facilitates the relocation, consolidation and expansion of major and strategic businesses and R&D facilities within NSW.
Industry, Innovation and Investment division also encourages businesses to locate projects in regional areas. We do this by offering a mix of financial assistance programs and services directed to regional businesses and communities.
The division has a strong focus on nurturing the competitiveness and growth of the 650 000 small businesses that operate in NSW, through small business-specific programs, workshops and the Smallbiz website.
Arts NSW, incorporating Screen NSW, promotes and develops policies, programs and projects which support a sustainable, evolving and diverse arts and cultural sector relevant to the people and communities of NSW. Arts NSW also provides advice on how to sustain and develop arts and culture in the state and contribute to broader government policy objectives.
The Office of Liquor, Gaming and Racing supports community safety and wellbeing by regulating and promoting responsible liquor, gaming, racing and charitable industry practice and the responsible management of events.
The NSW Office for Science and Research works with the scientific, engineering and research communities, the higher education sector and business to promote growth and innovation to achieve better economic and environmental outcomes for the people of NSW. Its mission is to enhance research capacity within NSW and ensure that the research sector plays a key support role in implementing major policy objectives of the Government.
Primary Industries, Food and Water
Supporting diverse, profitable and sustainable food and fibre industries
The NSW Department of Primary Industries (NSW DPI) within NSW Trade & Investment supports the development of diverse, profitable and sustainable food and fibre industries that create a more prosperous New South Wales and contribute to a better environment through the sustainable use of natural resources.
NSW DPI consists of:
Agriculture NSW works with agricultural industries, other collaborators and stakeholders to improve the profitability, sustainability and skills of the agriculture and private forestry sectors. Staff deliver research, development, extension, education and industry development programs in the fields of agricultural productivity, food security, climate, water and soil.
Biosecurity NSW manages the risks posed by pests, weeds, diseases and chemicals to the economy, community and the environment, responds to emergencies and disasters, and manages animal welfare.
Fisheries NSW develops, shares and protects the state’s fisheries resources through fisheries management, science and research, habitat protection and regulation. It includes the Marine Parks Authority.
Catchments & Lands leverages state-owned Crown land by linking with other agencies, local government, the private sector and communities to provide social and economic outcomes for NSW. The Catchments Branch manages NSW and Commonwealth natural resource management investment programs, with 13 local Catchment Management Authorities ensuring that regional communities have a say in how natural resources are managed. The Soil Conservation Service (SCS) specialises in environmental protection, rehabilitation and land management services to both rural and urban clients.
NSW Office of Water leads policy and reform in sustainable water management for the state’s surface and groundwater systems and assists water utilities to provide urban water and sewerage services that benefit all NSW.
NSW Food Authority ensures that food sold in the state is safe and correctly labelled and that consumers are able to make informed choices about the food they eat. It provides a single point of contact on food safety and regulation for industry, local government and consumers.
Forests NSW manages native and planted forests, harvesting and re-establishing trees for timber to internationally-recognised standards. Forests NSW works to protect biodiversity in State forests, achieve other environmental benefits and provide community amenities - all within the framework of running a profitable business for the people of NSW.
Strategic Policy and Economics
Identifying productivity and growth opportunities
The Strategic Policy & Economics Branch plays a key role in helping the department achieve the NSW growth and productivity targets outlined in NSW 2021, through identifying productivity and growth opportunities across the economy as well as assisting the divisions in developing and prioritising programs to exploit those opportunities.
Mineral Resources and Energy
Securing, regulating and delivering the state's energy and mineral resource base
The Resources and Energy division has five key business units that work together to deliver policy, programs and compliance for the NSW Government across the minerals and energy sector. The division plays a key role in delivering the NSW Government’s priorities for economic growth under NSW 2021 by working to develop thriving resources and energy sectors for NSW.
The Resources and Energy business units are:
Mineral Resources facilitates profitable and sustainable mineral resources development, effective environmental management and safe and responsible mining and petroleum production.
Energy promotes safe, secure and affordable energy supplies and competitive energy markets for the benefit of all NSW consumers.
National Policy and Sustainability leads NSW’s response to national reforms under the Standing Council on Energy and Resources and initiatives to reduce greenhouse gas emissions, including biofuels and carbon capture and storage technology.
Mine Safety Performance provides the framework and direction to industry to manage risks through consultation and safe systems. Mine Safety works closely with employers, employees, other government agencies and the community to promote best practice in the area of mine safety.
Industry Investment focuses on attracting investment in NSW in the energy and resources sector by working closely with industry stakeholders both internationally and locally.
Tourism, Major Events, Hospitality, Racing and Arts
Making NSW a vibrant, dynamic and creative place to live, work and play
Destination NSW is responsible for developing and implementing strategies to grow the visitor economy, with particular focus on driving tourism and acquiring and developing major sporting and cultural events for Sydney and regional New South Wales.
Destination NSW is also the major investor in Business Events Sydney, with the aim to secure more international conventions, incentive travel reward programs, corporate events and exhibitions for Sydney and regional NSW.
Destination NSW’s vision is to make Sydney and NSW one of the world’s most successful tourism and events destinations. Its mission is to double visitor expenditure by 2020 and maximise the benefits of the visitor economy for NSW.

Independent Liquor & Gaming Authority, has responsibilities for regulating casino, liquor and gaming machine functions for the Government and registered clubs.

Internal Services - Finance, Strategy and Operations
Providing cross-departmental services, leadership and coordination across a wide range of operational and strategic functions
The division develops, manages and advises on systems, infrastructure, policies and standards for the department in the areas of finance, procurement and administration, human resources, asset management, information and communication technology and legal services.
Corporate Communications & Strategy Branch facilitates department-wide planning, performance improvement and strategic communications and plays a lead role in translating Government priorities and industry needs into the department's policy and corporate agendas.
The Ministerial Liaison Office coordinates Ministerial and whole-of-government liaison and engagement.
